§ 14-211. Payment of expenses; bookkeeping.

  • Payment of expenses by a licensee under this article shall be made only by checks signed by a duly authorized person or persons and made payable to the specific person, firm, partnership or corporation and at no time shall a check be made payable to cash. Permitted expenses shall only be for one or more of the following purposes: Payment of necessary expense incurred in connection with the conduct of charitable bingo, keno and slide such as raffle, bingo, keno and slide supplies and equipment. For the purposes of this article, promotion or advertising shall be considered a necessary expense.

    Each licensee shall maintain a bookkeeping system for the purpose of recording all receipts and expenditures in connection with the conduct of charitable bingo, keno and slide and the disbursement of proceeds derived therefrom. The books of account shall be kept up-to-date. Bookkeeping records, deposit books, savings accounts pass books, cancelled checks, checkbooks, deposit slips, bank statements and copies of statements required under this article and all other books of account shall be available for examination by the council or its representatives at all reasonable times and shall be maintained by the licensee for three (3) years following the expiration of each year's license.
