§ 17-5. Dumping of refuse in, blocking drainage or utility servitude.
(a)
Prohibited. It shall be unlawful for any person to dump, place or deposit any trash, debris, refuse, discarded or noxious matter in any drainage or utility servitude or right-of-way which has been dedicated to or reserved in favor of the council; or to block or obstruct any such servitudes or rights-of-way by the building of any fences, buildings or sheds, or the planting of any trees or shrubberies.
(b)
Penalty. Any person violating any provision of this article shall be fined not more than one hundred dollars ($100.00), sentenced to perform four (4) days of community service, or imprisoned in the parish jail for not more than thirty (30) days, such fine, sentence or imprisonment at the discretion of the court.
