§ 18-22. Master plan and subdivision regulations.
(a)
Adoption. The board shall recommend to the council that it adopt, modify or extend the master plan which shall contain as a part thereof all major streets, roads and highways previously approved by the parish council and particularly pursuant to Ordinance No. 113 entitled, "Plaquemines Parish Subdivision and Resubdivision Ordinance", adopted at the May 28, 1970, council meeting. Adoption, modification or extension may be by single resolution or by successive resolutions relating to parts of the plan corresponding to major geographical sections or functional divisions of the subject matter.
(b)
Publication and filing. Upon adoption by the council of certified copies of such plans and regulations, resolutions by which they were adopted shall be filed with the clerk of court for the parish and with such offices as may be required by applicable state law.
(c)
Legal effect of master plan. After the adopted master plan or part thereof, shall have been so approved by the parish council, no subdivision, no public project or facility and no public utility whether publicly or privately owned, shall be authorized or constructed except in conformity with the adopted plan. Proposals for subdivisions under Ordinance No. 113, as amended, or for the authorization or construction of such projects, facilities or public utilities shall be submitted to the parish development board for its recommendation as to the location, character and extent of adherence to the adopted master plan. No final action with respect thereto shall be taken by the parish council, other governing authority or by any officer, department or board, or by any person concerned therewith without the recommendations of the parish development board relative to compliance of the proposals with the adopted master plan, as amended.
(d)
Amendment of official map. New streets and street locations on recorded plans of subdivision or on other plats [plans] adopted by the council shall be forthwith placed upon the official map as additions or modifications thereto when the council accepts the dedication of the streets and street locations shown thereon. Other amendments to the official map may be made by the council at any time after having secured the advice of the parish planning development board.
