§ 19-48. Requirements for drive-in theater entrances.

  • The location, design and construction of a driveway entrance and exit facilities to drive-in theaters shall be in accordance with the following rules and regulations:

    (1)

    All applications for entrance and exit facilities to drive-in theaters, as well as to any other enterprise which generates a heavy concentration of traffic, shall be accompanied by a plan drawing and an area sketch drawing to scale.

    (2)

    The position of the screen is to be such that the picture is not visible from the main parish right-of-way.

    (3)

    Ticket office is to be located so as to provide a storage area between it and the right-of-way line for an equivalent of fifteen (15) per cent of the rated vehicle capacity of the theater. The total storage area inside and outside of the ticket office shall be the equivalent of thirty (30) per cent of the rated vehicle capacity of the theater. The parking or storage of vehicles on parish highway or within the limits of the parish right-of-way will not be permitted.

    (4)

    The entrance and exit will be clearly defined by signs installed off the parish right-of-way.

    (5)

    Manual control, either by deputized officers on the highway or by theater personnel off the parish right-of-way, shall be used at the exits to regulate traffic as the theater is emptying. Undue delay to through traffic on the parish right-of-way will not be permitted. When deemed necessary by the parish right-of-way [regulations], the applicant shall install, operate and maintain a traffic signal as directed by the parish right-of-way regulations.
