§ 22-22. Sewer fees.
(1)
Connection Fee:
(a)
There is hereby established a one-time sewer connection fee of three hundred dollars ($300.00) to tie into the parish sewer system to all new residences and businesses in the parish, which shall be collected when the applicant is applying for a building or construction permit, effective January 1, 1998. The customer may be allowed to pay the sewer connection fee over a three-month period with no interest or penalty charge.
(b)
All revenues derived and collected from the sewer connection fee are hereby dedicated for the specific purpose of maintaining, repairing and new construction of sewer facilities through a capital improvements program.
(c)
It shall be the responsibility of the person or business to meet all applicable building codes in effect, and it is not the responsibility of the parish water department to make the sewer connection.
(2)
Established: In accordance with the powers and authority by the council as the elected governing authority for the parish as set forth by article 4, section 4.01.A(7)(a) of the Charter for Local Self-Government, a sewerage fee is now established and implemented, to be assessed on each water-use-paying consumer, except those consumers who are not required to be connected to a public sewerage system.
(3)
Residential and commercial sewer rates:
(a)
Residential sewer rates:
1.
The residential sewer billing cycle shall be concurrent with the water billing cycle, and residential sewer usage charges shall be billed on monthly water bills.
2.
Sewer usage charges incurred through June 2015 water bills shall be one-half of the water rate fee charged. Under no circumstances, through June 2015 water bills shall the sewerage rate exceed fifteen dollars ($15.00) for five-eighths-inch by three-fourths-inch water meters used for residential customers only.
3.
Sewer usage charges incurred for July 2015 through June 2016 water bills shall have the following rates, fees, rents and other charges hereby levied, imposed and established for the use of the parish sewer system and other services delivered and rendered by the parish related thereto:
a.
0—4,000 gallons: $4.27 flat rate.
b.
Over 4,001 gallons to 20,000 gallons of water usage: $1.45 per 1,000 gallons.
c.
Over 20,001 gallons to 40,000 gallons of water usage: $1.81 per 1,000 gallons.
d.
Over 40,001 gallons: $2.18 per 1,000 gallons of water usage.
4.
Sewer usage charges incurred for July 2016 through June 2017 water bills shall have the following rates, fees, rents and other charges hereby levied, imposed and established for the use of the parish sewer system and other services delivered and rendered by the parish related thereto:
a.
0—4,000 gallons: $7.13 flat rate.
b.
Over 4,001 gallons to 20,000 gallons $2.03 per 1,000 gallons.
c.
Over 20,001 gallons to 40,000 gallons $2.54 per 1,000 gallons.
d.
Over 40,001 gallons: $3.05 per 1,000 gallons.
(b)
Commercial sewer rates:
1.
The commercial sewer billing cycle shall be concurrent with the water billing cycle, and commercial sewer usage charges shall be billed on monthly water bills.
2.
Sewer usage charges incurred through June 2015 water bills shall have the following rates, fees, rents and other charges hereby levied, imposed and established for the use of water and other services delivered and rendered by the parish water department:
a.
0—4,000 gallons: $10.00 flat rate.
b.
Over 4,001 gallons to 20,000 gallons: $2.50 per 1,000 gallons.
c.
Over 20,001 gallons to 40,000 gallons: $2.75 per 1,000 gallons.
d.
Over 40,001 gallons: $3.00 per 1,000 gallons.
3.
Sewer usage charges incurred for July 2015 through June 2016 water bills shall have the following rates, fees, rents and other charges hereby levied, imposed and established for the use of water and other services delivered and rendered by the parish water department:
a.
0—4,000 gallons: $15.24 flat rate.
b.
Over 4,001 gallons to 20,000 gallons: $1.81 per 1,000 gallons.
c.
Over 20,001 gallons to 40,000 gallons: $1.99 per 1,000 gallons.
d.
Over 40,001 gallons: $2.18 per 1,000 gallons.
4.
Sewer usage charges incurred for July 2016 through June 2017 water bills shall have the following rates, fees, rents and other charges hereby levied, imposed and established for the use of water and other services delivered and rendered by the parish water department:
a.
0—4,000 gallons: $25.48 flat rate.
b.
Over 4,001 gallons to 20,000 gallons: $2.54 per 1,000 gallons.
c.
Over 20,001 gallons to 40,000 gallons: $2.79 per 1,000 gallons.
d.
Over 40,001 gallons: $3.05 per 1,000 gallons.
(4)
Use of Proceeds: The proceeds of the fee shall be collected by the water department in the course of its usual monthly collection. The proceeds shall be specifically dedicated to payment of public sewerage and sewerage capital improvement repair and maintenance projects.
