§ 2-33. Definitions.
For the purpose of this division, references to the masculine shall be read to include the feminine and references to the singular shall be read to include the plural unless specifically excluded by context.
Applicant: Any person submitting an approved application or resume for employment in a vacant advertised position.
Compensable factors: Factors which affect wage assignments.
Demotion: Any change of position incumbent wherein an employee moves to a position with a lower pay grade.
Exempt promotion: Any promotion within the position control system that can be made at a department head's discretion without first advertising for a vacancy.
Factors: Aspects of a job including but not limited to nature of supervision received or exercised, guidelines available, complexity of the work, mental demands, working conditions and environmental demands.
Job: Any combination of duties and responsibilities that are identical in all significant respects to be performed by one or more employees. In the parish position control system, a job is equivalent to any group of positions with the same description.
Job analysis: The process of gathering and assessing facts about jobs in order to determine their proper classification. Any of several techniques may be used for job analysis so long as the technique is objective and accurately identifies and measures all significant aspects of jobs. The end product of job analysis is an accurate position/job description which includes all the information necessary for selection and job evaluation.
Job evaluation: The process that distinguishes among jobs for the purpose of establishing rates of pay. A council approved factor-point evaluation system shall be used for positions in the parish position control system.
Minimum qualifications: The lowest qualifications of an application who is able and likely to perform adequately in a specific position.
Position: Any combination of duties and responsibilities, assigned by a council approved authority, to be performed by one person. A position may be full- or part-time, temporary or permanent, seasonal or continuous, filled or vacant; it is distinguished from an employee who may at any time be assigned to it. Positions are fundamental units of classification and the smallest elements within the organizational structure. The council ultimately controls the classification of positions by approving job descriptions and the assignment of positions to departments.
Position evaluation auditing: The process by which job analysis and evaluations are inspected for accuracy. In an audit, the position description and its factor level assignments are verified and, if found to be inaccurate or inappropriate, are submitted to the council by the personnel director for correction.
Preferred qualifications: The skills, experience, and training possessed by applicants most likely to exhibit superior work performance in a specific position.
Promotion: Any change of position incumbent wherein an employee moves to a position with a higher pay grade.
Seasonal position: Any permanent position wherein the incumbent works and is paid only during specific, limited portions of the year.
Selection: The process by which the parish chooses from a pool of applicants the person who best meets the requirements for a vacant position.
Temporary position: Any position adopted by the council which includes in its adoption an expiration date upon which the position must be removed from the workforce and its incumbent terminated. This expiration date may be extended by council action for a reasonable period.
Transfer: Any change of position incumbent wherein the employee's wage remains the same.
Veteran is defined as a person who served in the Armed Forces of the United States of America in time of war, or attached to and serving in a participating command in any insurrection, expedition or occupation for which the federal government has authorized or shall in the future authorize the issuance of a campaign, expeditionary or occupation medal, and receives a discharge under honorable conditions. Such discharge shall include neither a dishonorable nor a bad conduct discharge. "Veteran" also includes the widow, parents, and children of a person who dies while serving on active duty, or as a result of a service-connected disability from such service described above. It also shall apply to the spouse, parents and children of a veteran who is awarded a one hundred (100) percent service-connected disability as a result of such service as described above.
