Article IV. DEPARTMENTS |
§ 2-51. Department of finance.
(a)
The department of finance is hereby created. The commissioner of finance shall be the executive head of the department of finance and as such shall have charge of all monies, credits, and securities of the parish, and of all receipts and disbursements and shall keep the books and records thereof. He shall also act as treasurer of the parish and shall give bond for the faithful performance of his duties in the amount of fifty thousand dollars ($50,000.00). He shall assist the council in the preparation and execution of the parish budget, and prepare and submit financial reports as required by the council. He shall administer a central purchasing system and general accounting system and exercise financial budget control for the parish and each of its departments, officers, agencies and special districts of which the council is governing authority.
(b)
Without in any manner limiting the generality of the foregoing, the department of finance shall be responsible for the following budget units: General financial administration; accounting and payroll; purchasing; personnel administration; data processing; sales tax; general business office; budget director; transfer of funds; insurance; retirement; revenues; and bonded indebtedness.
