§ 2-92. Same—submission of proposed projects.

  • (a)

    No later than the first of July of each year, each councilman shall submit to department heads those capital improvement projects in his district that he desires included in the capital improvement budget; the department head shall consider those projects for inclusion in his departmental submission of the capital improvement budget.

    (b)

    No later than the first of August of each year, department heads shall submit to the commissioner having cognizance of their department a list of all proposed capital improvement projects to be funded within the ensuing five-year period. Each commissioner will review that list of projects proposed by his department heads and prepare a new list of only those proposed capital improvement projects as approved by him and forward such list to the councilman in whose district the proposed project is to be located. This list must reach the councilman by September 1 of each year. The district councilman shall forward by September 15 of each year to the commissioner of finance that list, without any deletion, but with recommendation of each project for either approval or disapproval or without recommendation.

    (c)

    If the list of proposed capital improvement projects contains more than one project, the list must be prioritized.

    (d)

    Each list submitted shall also enumerate all capital improvement projects in the process of construction or acquisition and indicate the present status including description of physical work completed, percentage completed and funds required during the current year and for each of the five (5) ensuing years to complete the project. As such, it is incumbent upon department heads and commissioners to keep abreast of the status of all capital improvement projects under their cognizance and upon all councilmen to keep abreast of the status of all capital improvement projects in their respective district.

    (e)

    New projects on this list shall include a feasibility study which will contain a statement as to why required, location, year required, estimated construction cost, estimated cost of equipping and furnishing, and estimated annual operation and maintenance costs for the next five (5) years including number and cost of any additional parish personnel required. In addition, alternative solutions, if any, for solving the problem shall be included such as remodeling existing space or leasing space in lieu of new construction, etc.
