Article II. AIRPORT AUTHORITY |
§ 3-19. Commissioners.
(a)
The authority shall be governed by a board of five (5) commissioners. The first five (5) commissioners shall serve terms of one, two (2), three (3), four (4), and five (5) years respectively. Thereafter, each commissioner shall be appointed for a term of five (5) years, except the vacancies occurring otherwise than by the expiration of term shall be filled for the unexpired term in the same manner as the original appointment. A commissioner shall receive no compensation but shall be entitled to his necessary expenses, including travel expenses, incurred in the discharge of his duties. Each commissioner shall hold office until his successor has been appointed and has qualified. Certificates of the appointment and reappointment of commissioners shall be filed with the authority.
(b)
The powers of the authority are hereby vested in the commissioners. A majority of the commissioners shall constitute a quorum for the purpose of conducting the business of the authority and exercising its power and for all other purposes. Action may be taken by the authority upon a vote of not less than a majority of the commissioners present.
(c)
The commissioners shall elect a chairman and a vice-chairman from among their members. They may employ an executive director, airport manager, secretary, technical experts, and such other officers, agents, and employees, permanent and temporary, as they may require, and they shall determine their qualifications, duties, and compensation. The commissioners may delegate to one or more of their agents or employees such powers or duties as the commissioners may deem proper.
