When requested by the agent, because the operation will be conducted in the vicinity
of crops, and subject to the approval of the council, operations shall not be conducted
between the hours of sunset and sunrise (nighttime), during periods of fog, or during
any other period of restricted visibility due to smoke, smog, rain or other such aerial
visual obstruction.
