§ 5-16. Running at large.

  • (a)

    It shall be unlawful for any person to allow any mule, horse, sheep or livestock of any description to roam on the public streets or highways within any of the drainage districts in the Parish or on the property of any neighbor except with his consent.

    (b)

    During levee construction by the United States Army Corps of Engineers or Parish work force and acceptance by the Plaquemines Parish Government of the completion of said project, it shall be unlawful for any person to allow any mule, horse, sheep or livestock to roam or graze upon the public levees, including the river levees and the back storm tide protection levees in the Parish.

    (c)

    The following procedure shall be in place for the permitting of cattle on Flood Protection Levees in Plaquemines Parish:

    (1)

    Apply annually for a permit from the Plaquemines Parish Permit Department. Permit or Registration Forms will be available at all nine (9) District Council Offices.

    (2)

    Parish permit is for identifying for organizational purposes only the owner or owners of cattle at a particular area or section of levee and is not authorization to graze cattle on private property.

    (3)

    Parish permit does not supersede authorization or objections by landowner for the grazing of cattle on their property.

    (4)

    Assure by whatever means necessary that cattle will not traverse other property or right-of-ways not permitted.

    (5)

    Sign waiver relieving levee district (Plaquemines Parish Government) from any liability for any damage done to cattle by Parish work force while performing maintenance.
