§ 5-32. Owner and harbor defined.

Harbor means legal ownership, or the providing of regular care or shelter, protection, refuse or nourishment, or medical treatment; provided however that the term shall not include the providing of nourishment to a stray, or feral, or community cat.

Owner means any person owning, keeping, possessing, harboring, or having the care, custody or control of any animal.
