All persons owning, operating, leasing, or exercising control over any watercraft
in or utilizing the facilities of the Plaquemines Parish Boat Harbors, which consists
of the Buras Boat Harbor, Empire Boat Harbor, Pointe a la Hache Boat Harbor, Port
Eads BoatHarbor and the Venice Boat Harbor, and any other person upon the hereinafter
designated area, shall be governed by and subject to the hereinafter enumerated rules
and regulations.
