§ 6-165. Board of maritime examiners.
(a)
The Plaquemines Parish Board of Maritime Examiners is hereby created and shall consist of the parish safety engineer, one master mariner, two (2) licensed marine vessel operators and one other person, who shall be appointed by the council. The council shall designate one of the members to serve as chairman.
(b)
The members of the board of maritime examiners shall serve at the discretion of the council.
(c)
Four (4) members of the board shall constitute a quorum. No member of the board shall vote or pass upon any question in which he, or any corporation or partnership in which he is a shareholder or member is interested.
(d)
Meetings of the board shall be held at the call of the chairman and at such other times as the board may determine. All hearings before the board shall be open to the public. The board shall keep minutes of its proceedings, showing the vote of each member upon every question, or if absent or failing to vote, indicate such facts, and shall also keep records of its investigations and findings.
(e)
The board shall establish rules and regulations for its own procedure not inconsistent with the provisions of this division.
(f)
The board shall pass upon all matters pertaining to regulations and inspections of commercial structures, watercrafts and movables defined by this division, and shall pass upon regulations and inspections regarding the operation and construction of said commercial structures, watercraft or movables; and shall pass upon appeals by persons aggrieved by any decision of the inspector of marine vessels and terminals.
