This division shall not be construed to relieve from, or lessen the responsibility
or liability of any party owning, leasing, hiring, chartering or using structures,
watercraft and movables for damages to person or property caused by any defect therein,
or by the owner, nor shall the parish be held as assuming any such liability by reason
of inspections made as herein provided.
