Chapter 7. BUILDINGS AND BUILDING REGULATIONS |
Article I. IN GENERAL |
§ 7-3. Waste containers and port-o-lets required at new home construction sites in Districts 2, 3, 4 and 5.
(a)
The parish council hereby establishes the requirement that all "new home" and "renovation" construction in Districts 2, 3, 4 and 5, Plaquemines Parish, Louisiana, shall have a waste container with a minimum size requirement of at least twenty (20) yards to dispose of all construction or renovation debris and refuse as follows:
(1)
For major renovation, new residential and commercial construction that produces debris in excess of what is allowed for regular parish trash pickup as deemed appropriate by the parish permit department.
(2)
If a container is not feasible, due to allowable space restrictions, then debris must be contained in an enclosed (fenced) area while awaiting private pickup.
(3)
Debris in contained area must be removed regularly as deemed appropriate by the parish permit department.
(b)
The parish council hereby establishes the requirement that all "new home" and "renovation" construction in Districts 2, 3, 4 and 5, Plaquemines Parish, Louisiana, shall have a port-o-let on site during the construction or renovation process until the home is completed in Districts 2, 3, 4 & 5.
Port-o-lets (portable bathrooms) shall be placed at the following locations:
(1)
All new residential and commercial construction job sites; and
(2)
All renovation job sites where indoor plumbing has been interrupted for a period of more than twenty-four (24) hours.
(3)
Placement shall be on private property. Any damage to public right-of-way caused by the placement, removal or servicing of the portable bathroom shall be the responsibility of the property owner on which it is placed.
(c)
The Plaquemines Parish Permit Office shall notify all of the applicants for "new home" and "renovation" construction of these requirements.
(d)
Any person found violating the provisions of this section by a court of competent jurisdiction shall be fined not more than five hundred ($500.00) dollars or imprisoned for not more than ten (10) days in the parish jail or both fined and imprisoned at the discretion of the court.
