§ 7-28. Rules of procedure.
(a)
The environmental advisory committee members shall act in an advisory capacity to the department of safety and permits and may hold meetings at the call of the chairman with at least forty-eight (48) hours' notice. It shall be the duty of the building official to forward simultaneously to each member of the committee for review and recommendations all permit applications for buildings to be constructed in the I-1 Industrial District, I-2 Light Industrial District, I-3 Heavy Industrial District, and FP Floodplain District, but he may forward other building permit applications to the members if in his opinion the proposed building would create an environmental impact on the surrounding neighborhood.
(b)
Within one week from receiving an application for a building permit, each member shall have studied the application and returned it to the permit department with his recommendations as to the neighborhood environmental impact along with the reasons therefor. In the event of no recommendation from any one member within a week from receipt of the permit application, the permit department shall consider the permit approved by the department represented by that member. After all recommendations have been received from the committee's members, or the passage of one week's time in the event of no recommendations from a member, the permit department shall review such recommendations and, on the basis of these recommendations, shall proceed as follows:

Procedure A—Permits necessitating council approval:
a.
All permits requested for any of the hazardous uses listed in section VI of the zoning ordinance, paragraph L, subparagraph 2, and permits requested for uses listed in paragraph (b) under FP Floodplain District regulations must be transmitted by the building official, together with the various recommendations of the environmental advisory committee members, the building official, and to the council for its determination.
b.
All permits for which the zoning ordinance specifically requires special approval by the parish council.
c.
All permits that have been denied by the director of permits and that are appealed to the council for final determination.
