§ 7-43. Board of examiners.

  • (a)

    There is hereby created a board of electrical examiners which shall consist of the electrical inspector and three (3) other members appointed by the council as follows: One representative of a local electrical utility; one electrical contractor; and a state licensed electrical engineer who has had a minimum of five (5) years experience, all residents of the parish. The board shall appoint its chairman and secretary, who may be a clerical assistant.

    (b)

    It shall be the duty of the board of electrical examiners to hold a meeting once during each month for the examination of applicants for licenses and for the transaction of other business, provided there are pending applications for licenses; to examine the applicants for licenses as to their knowledge of the rules and regulations for the installation of electrical wiring, devices, appliances and equipment as set forth in the laws of this state or as issued under the authority of the laws of this state, in the ordinances of the parish and in the National Electrical Code, and to determine the general qualifications and fitness of each applicant for executing the class of work covered by the license applied for. Three (3) members of the board present at any meeting shall constitute a quorum for the granting and revocation of licenses and the transaction of other business, and a majority vote of such quorum shall prevail.

    (c)

    Examinations shall be written and a complete record of every examination given shall be kept on file until two (2) years after the date of the examination. The board shall grant licenses as applied for to those applicants who shall show the proper qualifications, provided that in every case the license shall not be granted until after the prescribed fee has been paid. It shall also be the duty of the board to revoke any license for good and sufficient cause as prescribed in section 7-69 of this article. The board may make regulations pertaining to its duties and authority.

    (d)

    The members of the board of electrical examiners who are present at the time of examination and who may attend meetings shall be paid a per diem of twenty dollars ($20.00) by the commissioner of finance, not to exceed twelve (12) per diems per year.

    (e)

    Records of the meeting of the board of electrical examiners shall be open for inspection at all times, including the names of all licensees, and the board shall have printed a manual of its rules, regulations and requirements.
