§ 13-84. Inspections.

Any plant or factory operating, or which may operate in the parish which may diffuse smoke, steam, noxious gases, fumes or nauseous smells which cause serious and material discomfort, annoyance or injury to persons living in close proximity shall be regularly inspected by the parish board of health inspector or parish safety engineer so that any of the said nuisances created by the operation of such plant or manufactory shall be discontinued or minimized.
