§ 18-16. Creation and composition.

  • The parish development board for the Parish of Plaquemines is hereby created to be known as the planning board and consisting of eleven (11) members, of which two (2) members shall be at-large and one (1) member shall be selected from each of the nine council districts. The parish council shall appoint the members thereof from a list of names submitted by the parish president in accordance with Article 3, Section 3.10(G) of the Charter for Local Self-Government for Plaquemines Parish, and shall designate one (1) of such members to be the chairperson of the board. The terms of office of the chairperson and the members of the parish development board for the parish shall be two (2) years. Vacancies in the membership of the parish development board and the chairperson which occur shall be filled by the Plaquemines parish council in accordance with Article 3, Section 3.10(G). The members shall elect a vice-chairperson to serve in the absence of the chairperson and in other situations as the occasion may require.

    The members of the Plaquemines parish development board may be removed by the parish council after adoption of a resolution for that purpose for inefficiency, neglect of duty, malfeasance in office, and for any other cause that may, in the discretion of the parish council, be sufficient to justify the removal. The parish council may not remove a member of the board without first incorporating in its minutes a statement containing the reasons for the removal. All members of the parish development board shall serve without compensation.

    The chairperson of the parish development board shall preside at all meetings of the board. The board shall hold at least one (1) regular meeting every quarter and, in addition, may meet on call of the chairperson as often as necessary to transact its business. The parish council chairperson shall be notified in writing in the event a regular quarterly meeting is not held including reasonable cause for cancellation.
