§ 19-83. Permits.

  • (a)

    No pipeline or ramps or appurtenances thereto shall be installed on, over or across a drainage canal and/or levee owned, operated or maintained by the parish and the council, nor shall any alterations, additions or removal be made in any such existing structures and appurtenances thereto, without first securing a permit therefor from the council.

    (b)

    No person shall have the right to install any pipelines and ramps on, over or across any drainage canal and/or levee owned, operated or maintained by the parish and the council without first obtaining from the council a permit for the particular installation so desired to be made; and any such installation made under such permit shall be in strict conformity with all rules, regulations and ordinances of the parish and the council.

    (c)

    Any person applying for such a permit shall first submit same to the parish engineer, whose approval shall be secured prior to the submittal of the application to the council and the department of permits for the permit necessary to make such installation. The application shall describe in detail the work to be done and shall be made in writing. All drawings and plans for the construction, maintenance, installation, alteration or removal of a pipeline and ramps and appurtenances shall conform to the typical section/cross section plans for drainage canal pipeline and ramps provided by and on file in the office of the parish engineer. All plans and drawings shall be drawn to a scale of not less than one-eighth of an inch to the foot, on paper or cloth, in ink, or by some process that will not fade or obliterate. All distances and dimensions shall be figured accurately and drawings made explicit and complete. Detailed plans and vertical elevations shall be provided.
